MSEDCL and MERC, which is among the most progressive utilities and regulators in the country, are keen to bring in operational efficiency in the distribution sector. It has undertaken many internal reforms and has been able to marginally reduce the Aggregate Technical and Commercial losses, bringing some discipline to the commercial viability. To strengthen the process of loss reduction, to analyse the advantages of new technology and new management techniques the utility in tune with the provisions of the act has devised a model of ‘Public Private Partnership’.
The utility has devised a model of input-based Distribution Franchisee. Under this year-on-year benchmark input energy rates have been fixed by MSEDCL along with the loss reduction trajectory expected every year.

Spanco has entered the distribution franchisee (DF) segment with a 15-year contract in Nagpur. Its gamut of work includes the provision of reliable power supply, improved customer services, greater efficiency and demand side management among other things. While the Franchisee ensures proper upgradation of the network to meet the load growth, it also addresses any deficiency in the existing system. Spanco is working towards making Nagpur a model franchisee in India with global standards in power distribution without fluctuation and interruption. To increase customer satisfaction level it has devised a proactive redressal mechanism in place, to take care of and resolve issues of consumer grievances satisfactorily.
The franchisee is responsible for metering, billing and collection from all the consumers in the franchisee area as per the tariff of Maharashtra Electricity Regulatory Commission.
